•Develop, train, and oversee the implementation of functional strategies and objectives for program management within HRL. •Establish the baseline for which all programs will be managed to ensure that program execution will result in achieving the commitments made at proposal submittal. •Lead the identification, development, and implementation of improvements for program management processes and tools which will support each HRL lab/center. •Develop, guide and mentor program and project managers ensuring the desired competencies and behaviors are embedded in the way our programs are managed. •Develop the performance metrics, dashboards and management tools that will be used to monitor the ongoing effectiveness of program management. •Review underperforming programs with leadership, monitor and oversee successful mitigation of program performance misses. •Engage in all phases of the program(s) from proposal through completion, to ensure quality, business, technical and financial objectives are attained. •Increase HRL’s quality of engineering delivery through use of Systems Engineering people, processes, and tools. •Influence the preparation of proposals, scope of work, basis of estimates, and financial terms and conditions of contracts. •Identify program issues and provide leadership in developing solutions such as re-allocation of resources or modifying contract specifications.
•Expertise in developing functional strategy, setting best practices, and implementing processes. •Demonstrated extensive technical expertise and application of program management principles, concepts, and practice as well as comprehensive program management and leadership skills. •Experience as a system engineer on a project, including experience developing and deploying Systems Engineering processes and tools. •Professional experience in proposal development. Strong understanding of U.S. government solicitations and requirements for proposals submissions. •Experience leading in a matrixed organization, relying on your ability to collaborate and influence. •Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, and professional and support staff. •Candidates can demonstrate a high level of competency in recognized industry standards for program management of various government and commercial contract types.
